Who do I call??

This has been bugging me for a year and a half as I had faith that the city would take care of this but I've run out of hope.

WHEN is the city going to trim the pine trees that run along Jeronimo between Ridge Route and El Toro??? They are literally LAYING ON THE POWER LINES!!! I see the city trimming the Eucalyptus all over the city all of the time but never the pine trees that are dangerously falling over and laying on the power lines!!! I get written up for my back yard tree getting too tall but it's ok for the city to endanger us with their problematic trees??

If anyone knows who I can take this issue to, please let me know.
